Job Summary/Basic Function

Position Summary:
The Director of International Student Programs and Services (Director) reports to the Vice President for Global Diversity, Inclusion, and Intercultural Affairs (VPGLODIIA). The office of International Student Programs and Services (OISPS) plays a vital role in the internationalization of Lamar University campus. Thus, under the general but limited supervision of the Vice President, the Director is responsible for providing results-oriented, effective management and leadership for the OISPS within the Division of Global Diversity, Inclusion, and Intercultural Affairs. In collaboration with academic and other administrative departments, the Director will oversee the designing, development, planning, implementation, and periodic assessment of campus-wide, comprehensive recruitment, admission, immigration, cultural, social, and outreach programs, and services for all undergraduate and graduate international students as Lamar University.
The Director also coordinates and directs programs that provide assistance to international students, exchange visitors, and their families regarding personal, academic, and immigration-related concerns. In collaboration with university departments and off campus entities (as applicable) the incumbent serves as primary advocate and advisor for all Lamar international student and scholars by providing support in several areas, including but ae , not limited to cultural differences, language barriers, academic progress, conflict resolution, and employment requirements and processes. He or she will assist with development of goals and mission for OISPS.
Summary of Essential Responsibilities
Provides strong and effective leadership and direction for the Office of International Student Programs and Services
Establishes and serves as Chair of the International Student Life Advisory Committee
In close collaboration with the Director of Global Studies/Study Abroad, develops effective, outcome-based, cooperative strategies for ensuring a seamless operational relationship between OISPS and the Office of Global Studies and Study Abroad
Serves as resource to students, administration, faculty and staff regarding compliance with immigration regulations
In collaboration with the PDSO, manages employment updates and completes post-graduation extension applications related to H1-B petitions for students as required for up to 36 months after graduation, as required by the Department of Homeland Security
Oversees new and transfer international student pre-arrival processes, communication, resources and information about orientations, to ensure compliance with Lamar University policies, Department of Homeland Security, and the Department of State regulations
Creates, implements and supervises informational workshops for international students and facilitates outreach to university departments
In close collaboration with the Office of Global Studies and the Dean of Students, provides general educational information and updates about other critical immigration related matters (e.g., visas requirements, benefits, changes in immigration policies, domestic and international crises update as they related Lamar international populations, etc.) to the campus community through workshops, seminars, or forums as needed
In close collaboration with the Offices of Global Studies/Study Abroad, Diversity and Inclusion, and Dean Division of Student Engagement, provides cross-cultural training to facilitate the integration of international students into the university life
Oversees OISPS website and social media activities, and assists with creating contents, and coordinating updates to ensure communications completeness and accuracy
Develops and implements communication and reporting requirements for students on post-graduation Optional Practical Training (OPT)
Manages department budget and daily operations of the OISPS
Manages and approves annual equipment inventory
In collaboration with the Offices of the Registrar, Financial Aid, and other appropriate university departments, oversees and performs the review process for academic progress and enrollment for international students each semester, in order to ensure compliance with current and new immigration regulations
Coordinates necessary interventions with the Department of Homeland Security and the Department of State on behalf of international students and scholars, should problems arise
In close collaboration with the PDSO, oversees and/or gathers required information and completes all U.S. government forms and applications for Re-Designation and Recertification; files reports and completes student reporting as required by the Department of Homeland Security and Department of State
Serves as the University’s Principal Designated School Official (PDSO) in the absence of the primary PDSO; serves as DSO and Responsible Officer (RO), ensuring Lamar University international students, scholars, and university departments comply with all applicable government regulations
Serves as the primary point of contact for all day-to-day matters affecting OISPS, and as the Vice President’s Liaison to the campus community on matters relating to programs and services for International undergraduate and graduate students, and scholars
Oversees the preparation and disbursement of I-20 and DS-2019 forms to allow new international students to contact U.S. Embassies in their respective home countries and apply for a visa
Collaborates with admissions office, academic deans—(especially the Deans of College of Engineering, Graduates Studies, and Arts and Sciences)—on issues related to admissions processes for international students, and facilitates the timely transition from admission to OISPS for the issuance of I-20 and DS-2019
Oversees University compliance with the Department of Homeland Security and the Department of State, by developing and updating policies, eligibility requirements, and application processes for practical training employment benefits; Oversees reinstatement, change of status, academic training for F and J students, scholars, and their dependents
Directs and assists with health insurance enrollment processes for F and J visa holders to ensure compliance with Lamar University and Department of State policies
Serves as the International Student Liaison to the Director of Lamar University Student Health Center and other University departments
Creates and provides report to colleges, academic department heads, admissions office, administrative divisions, and other offices on current and expected new or projected international student enrollment each semester as requested and approved by the vice president
Oversees and manages all pre-arrival and post-arrival check-in and orientation processes for international students and scholars, including all new J-1 visa Exchange Visitors

Marketing, Recruiting, Admission, and Retention:
In close collaboration with the Office of Marketing and Communication, College of Graduate Studies, and other academic colleges, develops and successfully implements a comprehensive, results-oriented strategic plan for marketing, recruiting (USA and abroad), admitting, and enrolling significant international students from diverse geographical regions of the world at Lamar University each academic year
Develops and implements effective international student retention programs, which must include early alert and other intervention initiatives that are aimed at facilitating the academic success and timely graduation of all international students
Develops a Lamar University International Student “Host Family” Program for the integration of International Students into U.S. Culture
In collaboration with the Alumni Office, develops a viable Lamar University International Alumni Caucus or network
Oversees and assists with the development, planning, organization, and implementation of purposeful social, cross-cultural, and intercultural programs throughout the year to facilitate the total integration of all international students and scholars and their dependents into the Lamar University community. These include but are not limited to intercultural festivals, monthly social, international forums, seminars, dialogues and conferences on current critical global issues, sporting events, welcome receptions, graduation ceremonies, academic achievement award and recognition ceremonies, trips, inter-campus visits, and other similar events.

Administrative Management and Effectiveness:
Effectively manages the professional staff and student workers in OISPS
Promotes an environment of teamwork and collaboration both within OISPS and in GLODIIA
Regularly conducts comprehensive assessment of OIPS for continued qualify performance, effectiveness, and success in achieving its primary mission and strategic goals
Responsible for regularly updating the VPGLODIIA on all changes in immigration laws and policies that affect international students; and providing students with the necessary notification, advice, and guidance in a clear, effective, and timely manner
Communicates with administration, faculty and staff about changes in all related immigration regulatory compliance in a clear, effective, and timely manner
Promotes campus internationalization through communication with faculty and staff throughout campus on international and intercultural relations
Prepares OISPS annual operating budget; monitors and effectively manages OISPS daily and monthly budget expenditures
Prepares and submits to the Vice President, an annual comprehensive progress report on OISPS, including progress assessment results, as well as other periodic reports as requested.
Develops effective orientations, workshops, and programming to support educational, cultural, and social needs. Evaluates these on a regular basis.
Evaluates, updates and manages immigration processing workflows
Monitors and implements F-1 and J-1 regulatory changes and updates, in conjunction with the VPGLODIIA
Monitors and implements SEVIS system changes and updates
Writes and submits reports for program re-certification and re-designation
Develops and maintains excellent communication and working relationships with key campus constituents, including but not limited to Academic Colleges, Division of Student Engagement, Office of the Registrar, Financial Aid Office, Housing and Residence Life, Student Health Center, Career Services, Undergraduate Admission, and the Graduate Admission.
Prepares and submits to the VPGODIIA, an annual comprehensive progress report on OISPS, as well as other periodic reports as requested

Other duties as assigned:
The duties of the Director may change as dictated by the changing needs of OISPS and those of the University. Thus, the Director and all the staff of OISPS may be required to perform some occasional evening and weekend services as determined by the Vice President.

Minimum Qualifications

Required Minimum Qualification and Experience:
 Master’s Degree required
5 years of direct experience in performing the essential duties of the position and managing an Office of International Student Services
 Excellent leadership and interpersonal relations skills; excellent written communication and public speaking skills; strong organizational and managerial ability
Prior experience working in higher education
SEVIS certification as a DSO
Strong experience in Global Studies/Study Abroad programs; collaborative style and ability to work effectively in a team-centered office

Required Special Knowledge and Abilities:
Knowledge of U.S. immigration laws and regulations
Familiarity with broad and complex immigrations issues including: Change of visa status from one category to another; leave of absence; concurrent enrollment; change of academic program; extension of program of study; reinstatement applications for students who have fallen out of status; travel signatures for students planning to travel outside the U.S.; CPT and Academic Training; OPT; STEM; economic hardship work permission; tax and employment issues; etc.
Direct experience advising and counseling international students
Ability to exercise independent judgment and use discretion in decision-making when advising
Ability to articulate and interpret university, state, and federal policies and procedures
Ability to use judgment to independently analyze and interpret regulations pertaining to F1 and J1 students and to develop creative solutions to problems
Ability to multitask and work cooperatively with others. Ability to work with students from foreign countries whose first language may not be English
Ability to positively interact with diverse groups of students (including graduate and undergraduate), parents, guidance counselors and college and university personnel
Ability to consistently meet deadlines and handle information confidentially
Strong working knowledge of Microsoft Office and other applicable computer systems
The incumbent must be willing and able to work evenings and weekends as required in order to meet the needs of the Office and the University
